Potential of the Blue Economy

The Timorese Government is committed to developing marine resources in a responsible and sustainable way, recognising its duty to protect the environment for future generations. The goal is to attract investment, create jobs, and ensure inclusive economic growth that benefits all Timorese people.

The Political Framework and Action Plan for the Blue Economy in Timor-Leste is guided by the following principles and objectives:

— Good Ocean Governance

Establish a strong political and legal framework to guide the Blue Economy, including updated laws and policies to support coordinated, cross-sector, and multidisciplinary ocean management. 

— Protection and Conservation of the Marine Environment

Assess current marine protection measures and create new ones to ensure ecosystem resilience and long-term sustainability, supported by solid scientific research and biodiversity monitoring.

— Intergenerational Responsibility

The ocean is a legacy shared across generations. Building a “blue generation” through education, community participation, and public awareness is essential. Promoting the ocean as a national asset is key to the sustainable development of the Timorese people.

— Sustainable Development

Ensure that all Blue Economy policies and projects are designed, monitored, and evaluated to support balanced development, where using resources does not mean depleting them, guided by environmental, social, and economic sustainability.

— Support for Innovation

Foster technological innovation and new business opportunities in the marine sector. While resource and skills limitations pose challenges, investing in research and technology remains critical for Timor-Leste’s Blue Economy future.

— National Cooperation: Central to Local

Implementing the Blue Economy requires broad participation—from central to local government, civil society, and the private sector. Local communities bring essential knowledge and must play a leading role in shaping and delivering policies alongside national and international partners.

— International and Regional Cooperation

The ocean itself knows no borders. Timor-Leste will engage in regional and global efforts to protect marine resources, exchange knowledge, and adopt best practices. Participation in international forums will help build partnerships and contribute to global ocean governance.
